LOI ENGINEERS, a small minority and locally-owned engineering and testing firm, is headquartered in downtown El Paso and incorporated in the State of Texas. LOI ENGINEERS was founded in 2003 and re-branded in 2015. We are committed to help improve our community through our participation in various charities and we are engaged in the business of providing sound and cost-effective solutions and world-class service to our clients.

Who we are

Locally Owned

Originally named LEC Environmental Co., Inc., was incorporated under the laws of Texas in 2003. In 2012 the company was organized and it became LEC Engineering Inc. Four years later, we started using the assumed name LOI ENGINEERS. In that year, we acquired the assets of Licon Engineering Co., Inc. and since then, we have consistently experienced growth in our geographical market sector.

Transforming Our Region

Our engineering practice and our staff have contribute toward the transformation of southwest Texas, southern New Mexico, and northern Mexico. Undoubtedly one the most successful geotechnical engineering practices in our region, LOI ENGINEERS has consistently been building a strong reputation as a successful geotechnical, construction materials testing, and environmental sciences consulting firm, as evidenced by our growth in the last five years. This growth couldn’t have happened without the preference of our customers, clients, partners and mentors, as well as our dedicated staff, a staff that continues to grow and mature in a family-oriented corporate environment. Headquartered in El Paso, our firm and our staff have provided and participated in engineering projects in Texas, Arizona (Flagstaff and Douglas), New Mexico (from Lordsburg to Silver City to Socorro, and from Ruidoso to Las Cruces to Mesquite) and Texas (from the beautiful southwest to Edinburg in the Rio Grande Valley).

Our Engineers

The operations of LOI ENGINEERS are directed by Bernardino Olague, P.E., PMP. Mr. Olague, a 30-year veteran and first licensed in 1996, has been successfully practicing engineering in both the private and public sectors. He possesses a bachelor’s and master’s of science in civil engineering from the University of Texas at El Paso. Mr. Olague obtained his Project Management Professional certification on January 2017. Mr. Bernardino Olague, is a licensed P.E. in the states of Texas, New Mexico and Arizona. He has also participated in binational water resources projects along the U.S.- Mexico border.

Ms. Diana S. Guerrero, E.I.T. has a bachelor’s degree of science in civil engineering from the University of Texas at El Paso and recently passed the P.E. exam, and is expected to become eligible for licensing on July 2021. Ms. Guerrero is a major contributor to the growth of our geotechnical and environmental sciences practice. Her substantial experience in the geotechnical and environmental engineering fields, both in the private and public project sector, has enabled her to successfully undertake large and complex projects.

Mr. Geoffrey A. Madrazo (licensed P.E. in Georgia) has a bachelor’s degree of science in civil engineering from Georgia Institute of Technology. Geoffrey is awaiting reciprocity from the Texas Board of Engineers to issue his Texas P.E. license. He has 13 years of extensive geotechnical and environmental engineering experience in both the private and public sector. Mr. Madrazo has collaborated in numerous geotechnical and environmental projects throughout his career. He vast experience includes an array projects, from Federal to residential.

Heading our Construction Materials Department under the direction of Mr. Olague is Jesus Baca, E.I.T. Mr. Baca, has extensive experience in the fields of construction materials testing and quality control aspect of LOI’s projects. He received a bachelor’s degree of science in civil engineering from the University of Texas at El Paso. Mr. Baca finalized his thesis work, which focused on the “Study of geo-materials”, as part of his master’s degree program at the University of Texas at El Paso. He is expected to complete his master’s on May 2021. Mr. Baca has performed multiple concrete, asphalt and soils testing procedures. He was instrumental in LOI’s successful AASHTO- accreditation efforts.
