Bernardino Olague, P.E., PMP®, M.Sc.

CEO / Principal
Mr. Olague has over 34 years of geotechnical and construction materials experience and has served as the engineer of record on more than 2,800 projects. In 2023, he was recognized as Engineer of the Year by the Texas Society of Professional Engineers – El Paso Chapter. He continues to guide LOI Engineers with a focus on technical precision, client service, and community impact. Mr. Olague’s leadership covers projects ranging from residential developments to large federal and aviation infrastructure. His experience includes major assignments with TxDOT, the U.S. Army Corps of Engineers, FAA-funded airport projects, and municipal agencies. With licenses in Texas, New Mexico, and Arizona, he combines technical depth with strong project management skills.

Dr. Jesús Baca, P.E., Ph.D., PMP®

Vice President
Dr. Baca specializes in geotechnical engineering, construction management, and quality control. With advanced academic research and practical experience across Texas and New Mexico, he supports both technical excellence and mentoring of junior staff. Dr. Baca has managed projects for El Paso Water, TxDOT, and the City of El Paso, including infrastructure, school facilities, and airport improvements. His dual background in academia and practice brings innovative solutions to complex projects.
John D. Cordova, P.E., PMP®

John D. Cordova, P.E., PMP®

Senior Vice President
Mr. Cordova offers more than 35 years of engineering and environmental consulting experience. He has supported projects ranging from water utilities and energy to schools, hospitals, and large infrastructure developments. With licenses in Texas and New Mexico, Mr. Cordova has worked with the International Boundary and Water Commission, TxDOT, and numerous school districts. His leadership includes mentoring staff and guiding environmental and geotechnical services for diverse clients.
Manuel Quiñones, PMP®, MBA

Manuel Quiñones, PMP®, MBA

Project Manager
Mr. Quiñones has over 30 years of experience in project management and materials engineering. He has successfully guided both public and private projects in transportation, utilities, and community development. His portfolio includes collaborations with El Paso Water, El Paso Electric, and local municipalities. With an MBA and PMP certification, he combines business insight with engineering expertise, ensuring projects meet client needs while staying on schedule.

Fred Lopez, FAICP CTP, CNU-A

Urban Planning Manager
Mr. Lopez has more than 24 years of experience in urban and regional planning, including transportation planning, land use, and zoning updates. At LOI, he leads the Planning and Urban Development practice, bringing deep knowledge of policy, infrastructure, and community design. Before joining LOI, Mr. Lopez served as the Comprehensive Plan Manager for the City of El Paso, where he developed and managed the city’s award-winning Plan El Paso and its first Transportation Planning Division.

Geoffrey A. Madrazo, P.E.

Senior Project Engineer
Mr. Madrazo has more than 16 years of engineering experience, specializing in geotechnical and construction materials testing. He has also provided inspection services for multi-story hospitals, schools, and industrial facilities. His work includes assignments with El Paso Water, the City of El Paso, and the U.S. Department of Defense. With licenses in Texas and New Mexico, he provides technical leadership on geotechnical evaluations, CMT services, and structural inspections.
German A. Garay, ACI, 1A

German A. Garay, ACI, 1A

Project Coordinator
Mr. Garay has over 10 years of experience in geotechnical and construction materials testing. He supports coordination, quality oversight and TxDOT project compliance. Certified in asphalt, soils, and concrete testing, Mr. Garay has supported TxDOT roadway projects including RM652 and the I-10/US-54 Connector. At LOI, he provides earthwork and asphalt testing, coordinates field teams, and ensures technical compliance on transportation and utility projects.

Manuel S. Reyes, SET, NICET

Assistant Project Manager
Mr. Reyes has over 40 years of experience in construction materials testing, quality control, and safety management. He has contributed to airports, schools, utilities, and large infrastructure projects. With 13+ years at LOI, Mr. Reyes oversees field and lab testing of soils, concrete, asphalt, and steel, supervises field technicians, and ensures compliance with ASTM, ACI, and TxDOT standards. His project history includes Fort Bliss, Pebble Hills High School, and the Montana Vista Wastewater System.
Richard J. Morris, CWI

Richard J. Morris, CWI

Welding Inspector
Mr. Morris is a Certified Welding Inspector with more than 30 years of welding and inspection experience. He supports industrial, highway, and commercial projects with specialized steel and pipe inspection. Before joining LOI, he directed the welding program at Western Technical College. At LOI, he provides visual, destructive, and non-destructive inspections, reviews welding procedures, and documents findings for project compliance. His work includes inspections at Alliance Warehouse, the Federal Reserve Bank Rooftop, and the Purple Heart Memorial Highway.
